I am directed by Secretary Sir E. Grey to acknowledge

the receipt of your letter No. 5751/1914 of February 28th,

enclosing a despatch from the Governor of Hongkong relative

to the deportation of undesirable Chinese British subjects

from that Colony.

With regard to the suggestion contained in §2 of Sir

F. H. Lay'a despatch "that consular registration of Hongkong

born Iritish subjects should not be effected without the

production of a Hongkong British-born certificate", I am to

point out that, by Article 162 of the China Order in Council

1904 every British subject in China is bound to register him-

self at a British Consulate, and that the Order in Council

contains no requirements as to the kind of evidence he is to

adduce to establish his British nationality. Ah amending

Order in Council could no doubt be issued in the sense of
